May I suggest Mario Badescu's drying lotion as a spot treatment. It's calamine lotion with camphor. You dont shake it up you dip a q-tip into the calamine and dab it on the spots. It's awesome for pustules and cystic acne or anything else that wont go away. You can get it at Ulta. It's not cheap ($20) but it will last forever. And imo it works better than benzoyle peroxide.
With that said DO NOT use it on black heads. If you're getting lots of black heads, Use a cleanser with salicylic acid & an exfoliating sponge like a buff puff GENTLY on your face 2-3 times a week. This will also help with the deadskin peeling after you hit your peak swelling. This will also help with closed comedones (think white heads) If you're getting pustules that's a sign of bacteria getting caught in the pores as well. There's an Anti-Bacterial faceal cleanser by NeoCeuticals that might help with pustules.

Scrub with a disposable exfoliating sponge like buff puff (they sale generic varities at Wal-mart, Target, and in the beauty section of your local grocer)
Finally witch hazel will help with the oiliness. Beware it smells like butt crack.
